 <clear/> in NeatUpload's <providers> section throws an exception

Problem first reported in this other thread.  Workaround is to not use <clear/>.  Just add providers and select the one you want to use using the defaultProvider attribute.  I plan to fix this for the next NeatUpload-1.2 patch release.

Fixed in NeatUpload-1.2.29.
